That's actually true, cats have two layers of fur, this image shows really well the difference between their dense undercoat and their more sparce overcoat because this lil guy is just SO MAD

Another good example is the Lykoi cat, a breed of cat with a mutation where they only have an overcoat and whiskers and no undercoat. They're often compared to werewolves in appearance. They have some variability in the density of this overcoat, too. But you can see that the face, feet, and belly (particularly around the nips) are mostly undercoat-only areas of the cat.
They're also interesting for studying shedding because the density of the coat changes a lot based on the time of year, some go almost entirely bald when blowing coat.
It's also a really new breed - the gene that causes this has been around for a while and just pops up, but Lykoi got developed starting in 2010 from rescues with this strange gene, and is now getting Cat Fanciers Association recognition this year. The mutation is unrelated to the one that causes sphinx and Devon rex cats.
